Despite this having been in the system since 2006, this is the first I have heard of it.
Thank you for bringing it to my attention.
I have sent an e-mail to them, politely giving my point of view, and asking if they are going to consider the cost of disease prevention (eg blue-tongue vaccination, TB testing, etc) when determining the amount of Cost-Sharing.
I know that this is only proposed for England so far, but it won't be long before Wales and Scotland follow. (I will send another e-mail then, too )
How come, when they send Consultation Documents out, they only send them to people who don't respond? (A response rate of only 20% )
Perhaps they should send them to Downsizers and the like.

Following last year’s consultation, associated workshops and wider engagement, industry and other stakeholders now have a range of opportunities to discuss the Government’s proposals for a new independent arm’s length body. A third consultation, planned for spring, will give interested parties the chance to present their views on the formation of a new independent animal health body and the introduction of a statutory registration fee contribution by livestock keepers to the costs of dealing with exotic diseases. The consultation will seek views on two main proposals:
* The development of an independent body that will deal with policy and decision making for animal health and disease
* Raising revenue from livestock keepers via compulsory registration.
Needless to say, these proposals will have a huge impact on the way animal disease management, including outbreaks, are dealt with and funded.
Hilary Benn said: “We need to get the balance of responsibility and cost right between government and farmers. I want to see a new system where we’re both doing our fair share, and working together to reduce the risk of disease to protect the industry.”
While the NFU and other main representative bodies of the livestock sectors remain opposed to cost sharing, they support the creation of an independent body with responsibility for all aspects of animal health policy.
A national event for key stakeholders, which would launch a further round of regional events with independent facilitators and chairs, is planned.
The regional events will be advertised in the national and regional press, and industry groups will be alerting their members to them. Attending a workshop is your chance to learn about the proposals and express your views to help influence the policy before Parliament decides on future legislation.
