Despite this having been in the system since 2006, this is the first I have heard of it.
Thank you for bringing it to my attention.
I have sent an e-mail to them, politely giving my point of view, and asking if they are going to consider the cost of disease prevention (eg blue-tongue vaccination, TB testing, etc) when determining the amount of Cost-Sharing.
I know that this is only proposed for England so far, but it won't be long before Wales and Scotland follow. (I will send another e-mail then, too )
How come, when they send Consultation Documents out, they only send them to people who don't respond? (A response rate of only 20% )
Perhaps they should send them to Downsizers and the like.
(If there are any "like"
Any way, it looks as though I'm back - I've missed you lot!!!
Kind regards,
Anna-marie[/i]

Responsibility and cost sharing

Following last year’s consultation, associated workshops and wider engagement, industry and other stakeholders now have a range of opportunities to discuss the Government’s proposals for a new independent arm’s length body. A third consultation, planned for spring, will give interested parties the chance to present their views on the formation of a new independent animal health body and the introduction of a statutory registration fee contribution by livestock keepers to the costs of dealing with exotic diseases. The consultation will seek views on two main proposals:

* The development of an independent body that will deal with policy and decision making for animal health and disease

* Raising revenue from livestock keepers via compulsory registration.

Needless to say, these proposals will have a huge impact on the way animal disease management, including outbreaks, are dealt with and funded.

Hilary Benn said: “We need to get the balance of responsibility and cost right between government and farmers. I want to see a new system where we’re both doing our fair share, and working together to reduce the risk of disease to protect the industry.”

While the NFU and other main representative bodies of the livestock sectors remain opposed to cost sharing, they support the creation of an independent body with responsibility for all aspects of animal health policy.

A national event for key stakeholders, which would launch a further round of regional events with independent facilitators and chairs, is planned.

The regional events will be advertised in the national and regional press, and industry groups will be alerting their members to them. Attending a workshop is your chance to learn about the proposals and express your views to help influence the policy before Parliament decides on future legislation.

If you’d like to contact the RCS team directly, email rcsharing@defra.gsi.gov.uk or phone 0207 238 5758.

This bit really got to me though:

We are not good at selling ourselves and this is one of the reasons why we have an ageing population. Young people have been unwilling to come into the industry because we’ve told them how dreadful it is, and they’ve got the message! We do need to be much more positive: this is an exciting industry with excellent opportunities. Farmers need to promote themselves at every opportunity which is why the Year of Food and Farming (YFF) was so important; connecting with children and encouraging more interest in the countryside. The new 14–19 diploma is also an opportunity to do that, as is the Fresh Start initiative – creating opportunities for young people to increase their confidence in this profession.

What a load of rubbish! Young people aren't coming into the industry because it is dreadful. Unfortunately the government hasn't got the message & just think they can start a few 'initatives' to bring people back to the job. Never mind that the hours are longer, the work is harder & the pay less than most equivalent jobs, and they keep piling on the pressure (despite saying in 2001 that they'd do the opposite) and continue to push for more supermarket power.

The DEFRA bods have clearly got their heads firmly wedged in the sand while they try to put more 'responsibility' [for all government cock-ups] onto farmers, and then charge us for the privilege.

well, theres a lot of reasons why people dont want to get into farming.

The paperwork and having everything slaughtered/being put on standstill at the drop of a hat etc; prices being dictated to you rather than being able to charge what it actually costs to produce the product. In the dairy industry aswell, price cuts being backdated

people are lazier and have different priorities now; all my mates seem to think about is doing their 9to5 and then going drinking and then talking about the latest drinking session through the 9to5.

you need a lot of money to set up, land is nigh on impossible to get hold of as all the bigboys have it/want to build on it.

plus, once you've made all your investments its years before you get your small return on it. my farm landlord's eldest son delights in ripping the mick out of me with my motley bunch of cattle, says I should get myself some limousins and do the job properly - could make £6000 in 6yrs time.....well, fantastic until you consider you've had to invest £5000 to get it to that stage - £1000 profit in six years? cmon. what am i going to do in the meantime!?
