Go back to basics, check the main socket where it enters the property, disconnect the front part of the main socket and you will see another port to push the phone in, try 2 different working phones, this way you can prove the fault is outside i.e. in the BT network (Openreach) and get a witness so if an engineer calls and its all ok at the time of testing he will charge you.
Take it from me you didn't get a brand new line, maybe you had some new wire to the house, but you would more than likely had an old cable going back to the exchange.

yes that’s the bit we had from the pole to the house, it is up in the air, not underground, we have to make sure anyone delivering with a crane doesn't accidently drag it down
The exchange is probably out of the ark we have a digit less on our numbers than most of the country |
