How long past the 'best before end' date could the dried, powdered spraymalt be safely used?

On the one hand it's mostly sugars isn't it, so it should keep well in a sealed packet? On the other hand it has gone a bit solid and the date was 2008.

Sugar will also go solid over time but that doesn't mean it is no longer useable. You will be dissolving the spray malt in any regard. It should be perfectly fine.
