Those saws have a zero volt release switch which work using a relay and the buttons just energise and de-energise the coil, it may be worth testing that to make sure power is even getting to motor

IIRC Power = V2/R, therefore for a given resistance if you halve the voltage you get a quarter the power or in this case you are back to 5W, though this doesnt take into account the internal resista ...
